NORTH CAPITOL HILL NEIGHBORHOOD ASSOCIATION

Board Meeting Minutes - March 17, 2005

A regular meeting of the NCHNA Board was convened at 7pm at the home of Barbara Robinson. In attendance were Barbara Robinson, Scott Jennings, Allan Jones, Terry Almasi, Colby Chester, Jack Jolley and David Docter.

TREASURER'S REPORT

In Howard's absence, Colby reported that there have been only two small transactions since the last meeting.

TRANSLAKE WASHINGTON/SR 520

Allan reported that the suspension bridge proposed last month by the Montlake Association is currently being reviewed and studied by the state. Another review is taking place on re-routing northbound I-5 at Roanoke to facilitate traffic de-congestion. He asked for another volunteer from the Board to join him in future meetings, as the issue of SR 520 is heating up and will necessitate more meetings.

It was suggested that a representative from the DOT be present at the annual meeting in May to present the latest information on the project to the NCHNA membership.

BERTSCHI SCHOOL

Scott and Colby reported that talks are on-going with an end in sight. The MUP has been issued to Bertschi and there has been an appeal from neighbors west of 10th Ave. E. There are still some issues to be resolved such as enrollment, but Scott and Colby are optimistic that an agreement can be presented at the annual meeting which will be acceptable to the membership.

A letter from neighbors George and Peggy Corley was read to the board. They live close to Bertschi and expressed several concerns about items the MUP did not address, as well as their own personal issues with the Bertschi upgrade plan. They asked for the financial support of NCHNA toward legal fees, etc., as well as requesting that their letter be posted on the NCHNA website. It was decided that the Board would not offer financial support at this time, since we are optimistic about an agreement with Bertschi. The Corley's letter and the Board's response will be posted on the website, however.

SEATTLE PREP

Scott reported that he has drawn up a check-list as a kind of neighborhood evaluation of Prep's keeping true to its agreement with NCHNA. It would also work as an evaluation of NCHNA's responsibilities as well. The template will be sent to Prep for their approval/response.

CRIME & SAFETY

Barbara reported that she will ask for a representative from the Seattle Police to come and address the annual meeting regarding latest crime statistics and ways of ensuring safety in our neighborhood. She will also contact Daniel Voran with names and links to police and safety sites for our website.

NEIGHBORHOOD PUBLIC SCHOOLS

Howard reported that at the Neighborhood Public School committee meeting that NCHNA sponsored, School Board Representative, Brita Butler Wall, came to discus NCH representation (or lack of) in Public Schools.

It's all going to change because they will be making sweeping changes in the school district by closing some schools due to lower populations. In 1968, there were 104,000 children in Seattle Public Schools. Today there are 45,000 with the same number of buildings in use.

PARKS & GREENSPACES

David Docter had nothing to report at this time.

STRATEGIC PLANNING

Scott shared an idea he has been working on which would result in the division of NCHNA into 4-5 sub-areas, smaller than the whole and therefore more manageable. More on this to come.

OLD BUSINESS

With the annual meeting upcoming, there will be elections for officers and one new Board member-at-large. Barbara offered to coordinate this process. All Board members are asked to come up with one or two names for consideration.

The annual meeting will take place in May, date yet to be settled pending availability of a room at Seattle Prep. Choices are May 10, 11, or 12th.

A flyer will be drawn up for distribution to the NCHNA membership, again using Board members as couriers. Scott will donate the printing. The flyer will contain an agenda for the annual meeting, as well as a slate of prospective Board members.

The meeting was adjourned at 8:50pm.
