NORTH CAPITOL HILL NEIGHBORHOOD ASSOCIATION

Board Meeting Minutes - April 13, 2004

In Attendance: Terry Almasi, Colby Chester, Allan Jones, Scott Jennings, Barbara Robinson, Jack Jolley, Howard Choder

Meeting called to order at 7:15 pm by Scott Jennings.

The minutes of the previous meeting were approved as written.

Treasurer's Report--Howard reported that he closed the business account, since it was superfluous. We now have interest-bearing checking.

Scott made two inkpad stamps for future NCHNA mailings and will submit a bill to the Treasurer.

Allan will submit a bill for $10 to cover the expense of filing for a neighborhood grant.

Committee Reports

SR 520 Impact Committee:

Allan reported that paperwork regarding the EIS have been submitted. A decision against an eight-lane bridge was announced today by the Expansion Committee. The current thinking favors a six-lane solution. Delmar Dr. will be affected by any changes in the project, as will 10th Ave. E. Several traffic studies have been and are being considered in the area. The decision by Sound Transit Authority regarding placement of stations for the Light Rail project will also affect this project.

Several other studies are pending, including pass-through traffic in the neighborhood.

Allan will arrange for representative(s) from TRANSPO to make a presentation at the annual meeting.

Strategic Planning:

Jack Jolley reiterated the decision at our last meeting to create a more powerful neighborhood association. The city has a program called Small & Simple Projects Fund, which we can tap into toward improving our association.

Barbara Robinson explained that this fund can support a Block Watch program. In the past this was a joint effort between associations and local police precincts, but changes in funding recently have resulted in different structuring. It is now incumbent on the neighborhood to take the lead in organizing such programs, and to that end, she and Jack have been drafting an application. The idea is to build a network in which neighbors are connected, facilitated by block captains. The Board members were given copies of the application as it now stands, reflecting considerable work on the part of both Jack and Barbara. A spreadsheet was included in the application outlining NCHNA's in-kind contributions of time and equipment, which will be matched by the above referenced Projects Fund.

Prior to submission of the application, we will have it reviewed by a city employee who is involved in the Projects Fund.

Our existing website will be of great value in this process.

Bertschi School:

Daniel Voran and Alex Baehr will chair the Committee representing NCHNA.

Daniel reported that there is a move on the west side of 10th to extend the zone 12 Resident Parking Zone to the west side. The main reason for extending the parking zone to Harvard is that Bertschi is planning to expand. As it is now, parking can be quite limited when Bertschi is in session.

On April 23 Bertschi is having a meeting open to the neighborhood to share their expansion plans. Daniel would like to take a NCHNA sign-up sheet to the meeting to see if hecan get concerned neighbors to get involved with the NCHNA. He'll also try to get a group of neighbors to participate in the NCNHA Bertschi committee.

Daniel will post future meetings with Bertschi on the website.

Seattle Prep:

Scott reported that a study has been launched to designate a crosswalk at the junction of 11th and Delmar with appropriate signage.

Public Schools Access:

No report submitted at this time.

Neighborhood Parks and Greenspaces:

No report at this time.

Neighborhood Traffic:

Colby had nothing to report at this time.

Old Business:

New Business:

The Board discussed attracting new members.

Annual Meeting will be held on June 12, 3-6 pm

Ice Cream Social.

Meeting adjourned at 9 pm.
