NORTH CAPITOL HILL NEIGHBORHOOD ASSOCIATION Board Meeting Minutes - October 28, 2004 The regular meeting of the NCHNA Board was convened at 7:05 PM at the home of Colby Chester. In attendance were Colby Chester, Scott Jennings, Allan Jones, Barbara Robinson, David Docter. Non-Board members present were Jack Jolley, Daniel Voran. Their being no old business, the board moved into new business. Committee Reports Treasurer's Report There has been no activity in the account since the last meeting. A proposal to re-activate the dues system was tabled until our spring meeting. SR 520 Allan reported that the tri-neighborhood boards (Montlake/Roanoke/ NCHNA) have drafted a budget for using the money made available by the state. We will have the use of some $21,000 for streetscape and bicycle mitigation, another $15,700 for non-arterial mitigation. Allan will submit a summary report to the secretary regarding the progress of the three-board committee thus far. Seattle Prep With the initial energies of Scott and Allan, a crosswalk has been painted across Delmar near the 11th Ave E juncture. As for the ongoing parking issues, especially as it concerns the location of Prep's garage, the city will not provide signage. Crime and Safety Barbara informed the board that Mark Solomon, a police officer with considerable experience in the field of blockwatching, etc, is available to speak to the Board or the NCHNA organization as a whole. The "small and simple application for community safety" is being drafted. Public School Access In the absence of committee chair, Howard Choder, there was no report. Neighborhood Parks and Green Spaces David Docter had nothing to report at this time. Traffic Scott suggested there is money for traffic mitigation within the SR520 funds. We will look into it. Bertschi School Colby and Daniel attended the first official meeting with the school's representatives early this morning. Board Member Alex Baehr and local resident Larry Hettick have been working with Daniel for several weeks to draft a document that would address the neighborhood concerns over Bertschi's proposed development plans. It was agreed the Bertschi/NCHNA Committee would meet every Thursday morning at 7:30 for the next three weeks in order to come to some agreement on the proposed campus alterations. At the meeting this morning, Bertschi's Facilities Committee Chair, David Thyer, spoke for his Board. Minutes of that meeting will be posted on the NCHNA website. The NCHNA board members present at the meeting tonight agreed that we would wait for Bertschi to present their first "draft" of an agreement, based on agreement templates from Seattle Prep and The Bush School. Following that, the NCHNA community members serving on the joint committee would add/delete their suggestions and return the draft to Bertschi. At the morning meeting of the joint committee it was suggested that NCHNA review and sign off on the draft proposals no later than December 7, since Bertschi's Board is scheduled to have their last meeting of the year that day. Because so mush is involved in the process of informing and engaging our neighborhood in the Bertschi proposal, the Board has decided to challenge the Bertschi deadline. We need more time to present the information to the neighborhood and get the residents to voice their opinions. The Board's position on this matter is that "We will encourage others to agree with the draft that we ultimately agree on, but we cannot vouch for all the residents within the NCHNA perimeters." Colby will contact Holly Godard at the City's planning/development land use services to get a better idea of the actual timeline for Bertschi's MUP, the approval of which is a key factor in Bertschi's December decision deadline. A special meeting of the Board has been set for Thursday, October 11, at 7 PM at the home of Jack Jolley. The purpose of this meeting is to review the draft agreement forthcoming from Bertschi School and make corrections/additions, etc. The meeting was adjourned at 9:05 PM Respectfully submitted, Colby Chester Recording Secretary
